materail stock show ON-ORDER STOCK and during PGI material not in stock show.

Hi guru,

I am not able to craete delivery because my material stock show in ON -ORDER STOCK in MMBE and in MB51 show mvt type use 641. plz suggest how i can convert my materails on -order stock to Unrestricted use and i can do billing.
