Peter,
There are a few cases for it as far as I know:
1. Condition update flag is ticked in V/06 (I believe it's the reason K005 with value in KWERK_K)
2. Condition Class = "C" - Rebate
3. Condition category = "BCGHN"
Not sure if there are other cases.

Very interesting question
I have noticed this first time and Googled with search term KWERT_K. I came to know that this column is usually for pricing procedures which have multiple currencies. Please check this link.
But in my Case I have single local currency and this field in filling for some of them. There is no hard and fast rule of rebate because in my case I don't have any rebate condition but still this is filling.
Can anybody test this with multiple currencies and update here.

My thinking till date was Whenever Condition type gets determined from Rebate Agreement ,your Second Condition value(KWERT_K) gets populated to update Rebate agreement.If you double click on condition type then it will give you details of rebate agreement and amount updated to agreement.
