Only single-server configurations are supported: tables cannot be enabled for row-
level versioning in a multiplex configuration.
Why? It's sad restriction, because SAP recommended MultiPlex for parallel processing (DQP, readers/writers nodes, and so on).
Mostly customers users using now or will be using MultiPlex. It's not a deal.
SAP positioning IQ as solution for Big Data, so now - it is solution for Big Data without ability have multiply writers to table (RLV)...
Any plans to change this situation in the future ?

Product management is currently reviewing the roadmap and features for the next release of SAP Sybase IQ. We would most likely not know for at least a few months what has been committed to and the timeline.

RLV on MPX is supported or not ?
No, it is not currently supported. It is only available on a single node, or simplex, IQ system.
