How can I turn an Alternative Label into a primary label?

In general, when you change a Functional Location label under alternative labeling, it becomes the active label, and thus primary.

As for the primary Labeling System, you define it under SPRO - PM - master data - Functional locations - Alternative Labeling System - Define labeling systems for Functional Locations
