No systems in system status system monitoring

Hello Experts ,

I have configured system monitoring in solution manager 7.0 EHP1 SP 28 using my admin configuration user ( where i have all authorization) and i am able to see all systems list into system status of system monitoring work center.

Now when i have given work center authorization to a monitoring user, he is not able to see any systems in system status of system monitoring work center. do you think this is an authorization issue or i have read the following sdn thread which gives a SAP note to resolve this issue.

as my note implementation procedure is too long so i want your help to make ensure where all i can see to resolve this issue?

Please update that i have checked that SAP Note : 1667189 is not applicable to my system. one more point i got that user dont have authorization for object "S_SMSYEDIT" . as per your opinion it this the only solution ?
