For standard approval procedure delivered in solman (Change Request approval procedure) this is done automatically. If you created custom approval procedure, create new rule in rule policy assigned to you appr. procedure in Web UI>Service operations>Rule policies search for Approval management. you can get hint how to set the conditions and actions once you look at delivered Rule policy AI_CM_CR_RFC_STE.
