Can someone explain the significance of MX:Pending-Delete folder with an example ?

Ideally your system would not have any entries in the provisioning queue when you import or transport a new configuration to a system (QA/Production or ...), this is almost never how reality works though.
Any tasks/actions that are still in the provision queue when you import a new configuration that contains a new version (or if you select overwrite all) or a deletion of the task, will be moved to the MX: Pending Delete folder. This allows the old entry in the provision quque to continue with the old task/action definition when you restart the dispatcher but it will no longer be used for any new provisioning tasks.
The next time you do an import it will check if there is content in the MX:Pending Delete folder that can now be deleted.
