I believe the link is talking about messages inbound to SAP ECC, not outbound from ECC to SAP ME.
I am looking for a transaction similar to POIT or POIM that would allow me to send an idoc about an existing Service Order in ECC to SAP ME.

That seems to be a transaction to create a sales order. I am looking for the transaction to trigger the idoc of an existing service order.
