Development Wise: Internally speaking, POWL is actually calling ALV BAPI at the background. So there's a little differences there. However the "Get_Actions" and "Handle_Action" are two thing which I find very interesting; basically it allow Developer to pipe data from the current user selection; so a to execute a new Tcode \ Report. Sample usage, if there's need to perform further inquiry, user could select a particular row and click on a button to perform action (e.g. Call another Tcode or Report),
From from the End User perspective: The ability of user to create, rename & switch between multiple Tab View (vs in ALV creating multiple program variants), uick criteria changes (in ALV, one had to click the "Previous icon" to go back to the selection screen) and Search (using CTRL + F) is probably the 3 biggest plus side.
