We currently have a couple of Internal Service Requests (ISRs) that using Adobe Forms. We have decided to get rid of Adobe Forms because of the additional licensing cost. We would like to create new forms using Web Dynpro ABAP to replace the Adobe Forms. Can anyone tell me if this is possible and how this can be done? Web Dynpro ABAP is not listed as one of the possible form entry types in the configuration.

In Webdynpro ABAP if at all we want to display forms that is possible by Interactive Form UI element nothing but which includes the usage of Adobe Form only,so Adobe forms can be displayed in Webdynpro .
In your case if Adobe Form needs to be eliminated then the only option which i feel is Create
Smart forms and display those using ITS(Internet Transaction Server) by which we can make ABAP
based GUI objects Web enabled OR to display Smart forms inside Webdynpro itself for more info.
