Is there any solution for this requirement from our customer?
I have research in configuration, enhancement but not found any suitable solution.

Please elaborate your requirement in detail. At what stage, Activity should not be deleted & vice versa.

It was keeping inform me that my post is unauthorized so I thought that the posting was not successful.
My customer's requirement is very simple: once an entry is created it stays there.
Is there any way to hide the delete button in activity tab?
You can't do it in standard. You may have to use some exit for the development.
QQMA0014 QM/PM/SM: Checks before saving a notification
Use above mentioned exit to write your code.
Use FM BAPI_QUALNOT_GETDETAIL to get the details of QM notification.
I have mentioned that our environment is SAP Retail 4.6C, there is no FM BAPI_QUALNOT_GETDETAIL. And I have check the exit, there is no way to check the changes in activities of QM notification in this exit.
