Can you please check whether your SAPROUTER is up and running?
If not, please try to start and check again.
Are you facing this issue from first or in the middle??

1) Share your entries from saproutab
2) Check with your firewall whether port 3299 has been opened for SAP IP address
3) Check ping from your saprouter machine to SAP IP address.
