can you pls. let me know is there any specific Business reason why Tax determination at Billing level - should be based on BILLING DATE?

Generally tax calculation is done based on service render date. But, few countries like Israel will ask Tax calculation based on Invoice date and not on Service render date. In this case you have to do enhancement.
