Hello,
Can anyone kindly advice if it is possible to customize the top level directory structure for a project/solution in solman?
By default, the top nodes that we get are
We would like to add another top level node called Custom Development Library (CDL). Is that possible? (to document RICEF). We want to create the sub nodes under CDL as reports, conversions etc. and then R0001, R0002 etc under that.

you cant do thiis.
These are Sap soluton manager standard 3 level sementics for business process management , you must create your project structure align with this sementics ie. Business Scenario -> Business Process -> Business Process step
create CDL under business scenario and proceed to add document,

Typically, where would we maintain the custom development library from Aris in solman?
If I create the CDL as a business scenario, when I rollup multiple such projects into a solution, would they all get grouped together in the solution? Or would they show up as separate nodes?
Is there a way to link a node under CDL (say workflow W0001) to a process step? (or multiple).

I assume, you are doing ARIS and solman integration,
You can create/map ARIS proccess to appropriate solman business process, and you can add all the custom programs in business proess step level under Transaction tab in solar01.
I strongly suggest you please get the ARIS and solman integration document.
And for Business process blue print demo, visit service.sap.com/alm -> solman documentation -> blue print.

Yes, we are using ARIS-Solman integration.
We are certainly adding transaction codes and exe. programs under transaction/development tab in the business process step.
But we are facing some challenges.

We are using ARIS - SOLMAN too.
For the developments that you want its not a problem to create separate Scenario ( directory ).
And inside this you can create
To add business process as link stand on it right click copy, then insert as shorcut.
