Operating concern activation issue after TR transport

Hi,

Please guide for the following error for operating concern activation, the following steps I have done for user defined characteristic

1. Created new characteristic (WWREZ ) for region display in KE30 report in COPA
2. Maintained characteristic values for the new characteristic (before this executed a program RKEAGENF and RKEAGENV )
3. Defined derivation rule for the same (by using derivation rule )
4. Regenerated operating concern and tested scenario successfully in development client
5. But after Imported into quality I am not able not able to activate operating concern
