Restricting the conversion of SNP planned order( AJ) to PPDS planned order (AI) on conditional basis

Hi ,

Scenario :

if any material is not having all the master data on ECC side even then APO allows the conversion of SNP planned orders to PPDS planned orders and the error is reflected in CCR transaction as not in R/3.

But if stuck for long it gave PPDS planned internal order no as 000000000 on conversion which was then accidentally converted to production order and the planned order could not be traced back .

I want to restrict the conversion of SNP planned order( AJ) to PPDS planned order (AI) on conditional basis so that this scenario is not recreated.Condition being a check for all master data.

I would be good if suggested with a standerd solution rather than development
