As Ashok mentioned you can implement a the BADI BBP_PO_INBOUND_BADI, method BBP_MAP_BEFORE_BAPI to remove the ERS flag when the PO is replication to ECC based on certain validations (as per your business need).
You can have this validation in ECC system. During creation of PO in ECC system, you can have the specific ERS vendor got stored in custom table and clear the ERS flag .
