SAP GRC Nota Fiscal Electronica for Brazil

Dear Experts,

We need to implement SAP Nota Fiscal Electronica for Brazil in our organization. Please guide if we need SAP GRC 10.0 installed as a pre-requisite for the same or the ABAP component of Nota Fiscal Elecronica is installed on an individual Instance having NW 7.02 SP06 or higher ?

We are not able to get a clear picture on the same from Nota Fiscal Electronica Master Guide as well as SAP Note 1139220.
