By installing WAS6.4 can we access r/3 4.6c or bw3.1 throu web without protals?

well, as usual, it depends. You could write some web applications (say Web dynpros or BSPs) that run on your Web AS 6.40 and retrieve data from R/3 over RFC. But this would be a considerable development effort to do so. Alternatively, you can install ITS (note that the integraded ITS of 6.40 can't be used for this) that connects to R/3 and offers WebGUI.
For BW, you can easily create web reports that can be accessed with a browser.
