sales order item status = to be costed with no incompletion log

Hi,

I have a situation here.

Issue is - Sales order item status has current status cost <<to be costed>> as seen in Status tab of sales order item, but SO has no incompletion log.

collective delivery creation auto program (V.21) doesn't creative delivery due to to be costed status.

Is there any possibility that we can have incompletion log in such cases.
