Validation Status in Request for Change

Hi,

When Request for chnage is in Validation statuse, it doesnt allow to Approve the approval steps, which is correct.

I brought 'Reset to Validation' action when statuse is 'To be Approved'. When I perform this action 'Reset to validation' status changes to 'Validation', but allows me to Approve the approval activities. which is wrong.

Approval activities should be approved during 'To Be approved' status only & not when status is 'Validation'.

Where do we need to do this configuartion.
