Documents and Notes tab should open as default tab when opens portfolio item

Hello Every one,

I have requirement to open the Document and Notes tab as default tab when i open the portfolio item. Currently when i click on the item from bucket, overview tab opens as default tab, Now my client want a URL in workflow approval step, when i click on that link, 'Document and Notes' tab should open as default tab for this requirement alone. In normal situations like item opens from bucket, overview tab should be opened. can anyone guide me on this.
