sheeba,
Oracle listener is needed when starting SAP. but once it is started, you do not need it unles your WP restarts while SAP is running.
so, rule of thumb, it should always be running.

Hi,
A listener is a special process which establishes a communication path between the client and the oracle instances.
Listener process is not a part of the oracle instance but it is a part of the networking process that works with oracle.
We can say it listens to the client connection requirements. And creates a server process to handle the client's requirements.
It creates a separate server process for each useruser request( or for each work process)
The config file of the listner is listner.ora. It can be configured using the Oracle Net Configuration Assistant. It can be found as below:
On UNIX, run netca from $ORACLE_HOME/bin.
On Windows NT, select Start > Programs > Oracle - HOME_NAME > Network Administration > Oracle Net Configuration Assistant.
Since its not a part of any of the instances, ie sap or db, it will run even if the sap and db is stopped.
lsnrctl is the command to verify different attributes /status of the listner.
This is an extract of the whole thing. For details pl go thru the sap documentation or the Oracle documentation.
Hope this meets your querry.
Dont forget to award point if solved.
Regards
