As per my understanding the isuue is related with availability check. Check whether you have done any configuration setttings for IMG MENU->SALES AND DISTRIBUION-> BASIC FUNCTIONS->AVAILABILITY CHECK AND TRANSFER OF REQUIREMENTS->AVAILABILITY CHECK->AVALABILITY CHECK WITH ATP LOGIC OR AGAINST PLANNING-> "define material block for other users" with the combination of checking group whether the block indicator is checked or not.

Since inventory plays a major role, SAP have very specifically put that control which you can check in OVZ1.  This is a standard functionality and dont try to change this settings and invite trouble to yourself / client.
