On SRM 702 we are trying to download the RFx to a file, in the standard system as I can see it so far it is downloaded as an excel file, but it is not something you can send to a vendor to bid on.
The process I'm trying to achieve is:
1. create a RFx in SRM 702
2. download the RFx as a readable file (i.e adobe interactive form)
3. send the file to the bidders
4. bidders enter their bid responds in the file
5. file should be signed digitally and encrypted so it can only be uploaded and been access by the buyer before the submission deadline.
6. buyer upload the file as the RFx respond to SRM 702.
