Yes, SAP removed Best Practices for SCM 5.0 from their public web sites. I am not aware of any publicly available site where you can get a legal copy any more.
If your company has/had a licence for SCM 5.0, you may still have the original Distribution disc for Best Practices. Speak to the librarian in your company. SCM 5.0 licencees might be able to get a copy of the DVD from their SAP account manager; can't hurt to try.
There are selected APO Building block docs in existence in help.sap.com. In some cases they cover SCM 7.0. Try the new 'Google-like' search in the upper-right-hand corner.
A valuable lesson to be learned is that if you find some SAP doc you like, you should download it immediately. It may not be there tomorrow.
