Create user button doesn´t enabled on Step1

Hi everyone,

I´m beginner in the SAP systems and I´m trying to install a SolMan 7.1 in my environment. The installation has done sucessfully, but in the solman_setup transaction step 1, the Create user button doesn´t enabled and I´m doubt: These users can be created in the SAP GUI or only in the solman_setup? I created solman_admin in the solman_setup transaction (web) normally.

Problem solved...

I´m sorry, but just click in the Edit button and the button appear enabled.
