National Budget 2013
It involves the following changes:
Calculation of Christmas allowance on twelfths for public sector. It was released on January 7th by note 1805809.
Calculation of monthly surcharge. It was released on January 15th by note 1807536.
Monthly income declaration. It was released on January 31st by note 1810804.
Meal voucher. It is possible to update the new rates in table T511P.
Calculation of Vacation allowance and Christmas allowance. This change was released on February 12th by note 1817077.
After you apply this note, the reduction of Christmas allowance introduced by National Budget 2012 does not take place anymore. This is the only change provided in this note. The other changes that are necessary to comply with National Budget 2013 are related to the configuration of the system and have to be made by customers. Below is described the setup suggested by SAP to comply with this legal change, as well as additional information about the solution.

In order to consider negative values in the processing of monthly income declaration, it was released the following note:

Labor Compensation Fund
According to Law 70/2013 published in August 30, 2013, two new monthly contributions must be paid by the companies, as follows:

Generic statistical report (Earnings Survey+Work Sched.Survey)
According to Decree-Law 11/2013, from January 28th, in 2013, 50% of the amount of Christmas and vacation allowances is paid to employees in twelfths (one twelfth each month), so this information must be displayed in the report. The following note provides the necessary changes:

Lunch Allowance
It was released the SAP Note 1813329.
This note provides you with the relevant system changes to comply with article 186.º of National Budget 2013 that changes the article 2.º of CIRS regarding limit of exemption of lunch allowance paid in cash shall have the amount of EUR 4,27 and limit of lunch allowance paid with tickets is EUR 6,83.

The operation implements a generic table and infotype reader for fitting specific Payroll Portugal needs. This operation currently holds only a simple logic, but it can be enhanced in the future as new specific needs appear.
Law 23/2012, from June 25th, had several impacts on the system use, one was the fire compensation (severance pay) to be paid in case of employee firing.
