block change amounts from budget billin plan

Hello

We need to block  change budget billin plan after periodical invoicing. But just in case when difference between previos height  of amounts  and new height of amounts in budget billing plan is in tolerance.

For Example:

We have tolerance 20 %. Customer paid 10 € monthly in last period. After periodical invoicing  is amount 12 € for month. We want to
block this change and keep amount  10 € (this is in tolerance)

In case amount is 13 € after periodical invoicing  - this is not in tolerance, so we want to change budget billing plan from 10 € to 13€.

Is it possible do this throught customizing or some function module?

Or is some possibility to use amounts  from last budget billing plan in new budget billing plan?

In Event R994 you can change the amount of new BBP.
