Not able to access "Directory Content Migration Tool" in SAP PI 7.31

As per the blog http://scn.sap.com/community/process-orchestration/blog/2012/11/19/moving-integration-directory-arti... SAP has introduced  "Directory Content Migration Tool" from SAP PI7.30 SP9.

We are trying to access this tool on SAP PI 7.31 and are getting 404 not found error .  http://server:port/webdynpro/resources/sap.com/tc~pi~tools~dirmig~wd/DirectoryCockpit Is this the right path or do we need any installation?

The Directory Content Migration tool will be available from:

NW Process Integration 7.30 SP9: Q4 2012

NW Process Orchestration 7.31 SP7: Q2 2013

So Works as designed.
