Message persistence and module process in AE

I am not sure how this works:

1. Message sent from IE to AE, in AE, is the message persisted first or module processed first?

2. Message sent from AE to IE, in AE, is the message persisted first or module processed first?

Should the message processed the same way in both scenarios?
