in oil downstream, what should be basic Unit of measurement ? can we have two basic UOM?

in SAP gas solution, what should be basic Unit of measurement ?

is there any sub module which can only be used in oil upstream but not downstream? in terms of configurating  finance module, any difference between IS  oil upstream and downstream

the base UOM depends on the type of material. in case for crude or hydrocarbon, L15 or L can be the base UOM. in case of coke or sulphur MT can be the Base UOM.
