Is there any standard report in SAP HCM to get reporting managers of all the employees in an organisation?

In this case,

The chief manager of an Org unit is the reporting manager of all the employees in an Org Unit.

In case the org unit has no chief,

Then the Chief of the higher level Org Unit will be the reporting manager.

Is there any report in SAP HR which fulfills this requirement.

Please use PA20 free search option to getting reporting manager list also we can find out hpw many employee reporting to manager.

I wrote some ABAP code a while ago to solve a similar requirement. See the link

Just modify the code to check if positions are managers (relation A012) of the org. unit to which they belong to and if so, display some kind of symbol. In case you want to convert the output to a hierarchical ALV tree or similar, it should be quite straight forward.
