Is there any official document from sap help or oss that can tell me that it is normal that the quantity of "scheduled for delivery" can be normally greater than the quantity of unrestricted on MMBE? I need this badly. Please help.

In general, whatever quantity you see in MMBE Unrestricted, that includes scheduled for delivery also.  Having said this, it will be vice versa.  That is, the "scheduled for delivery" will always be equal or less than unrestricted but not greater.

you mean the example below has a irregularity?

scheduled for delivery = 9,000 stocks

unrestricted = 5,000 stocks
