GRC NFe Upgrade Effort from 1.0 to 10.0

My company has been running GRC NFE 1.0 for a few years now.

Given the legal compliance requirements we have began an upgrade project to NFe 10.0

The Scope is the Outbound only functionality only.

Our Basis team has upgraded the PI to 7.02 and performed the technical upgrade for NFe 10.0.

The Application configuration and configuration is performed by local consultancy in Brazil, which have presented a initial quote for over a 1000 hours. We all feel that estimate in too high.

Is it really that costly to upgrade?
