Issues with Service Charge Settlement

I am configuring SCS.

Business Case:

Suppose there are 4 rental objects. Among the 4 rental objects, 3rd rental object is vacant. The landlord charges flat rate EUR100 from the 4th rental Object. The vendor invoice is of EUR1000. We want to collect the common charges from the tenants for all rental objects except vacant rental object based on area.  Out of 4 rental objects, 3rd one is vacant during settlement period. We used service charge settlement.

Expected Results:

Business Expectation is that system should distribute the charges to RO1, RO2 & RO4 on the basis of area. Since allocation to RO4 is >100 EUR, so excess should be distributed back to RO1 and RO2 in the ratio of area.

Actual Result;

System is allocating the charges to RO1, RO2 & RO4 on the basis of area. Since allocation to RO4 is >100 EUR, while excess remains with owner.
