Hello,
What checks should be made for sudden drop down in performance in SAP BI like on OS level ( HP-UX ) , DB level ( Oracle ) , SAP level. Is there any checklist for the same?

This is so generic question. You should provide more information about the problem. Any patch or note applied to the system? What about the hardware resources such as CPU, memory utilization?
The suggestions could be you check for DB13 checkdb and updatestat jobs are executed successfully. Check missing indexes on DB02 and cube indexes created succesfully.
