What is Dataset with Cost & Free of Cost ?

Dear Experts,

     Recently we had SAP Audit in that we got one report from SAP which is an extract from transaction USMM.

in that there is one statistic column which shows certain Data usage with DataSet with Costs ID 2320 & Dataset Free of Charge ID 2322.

I want to know what is the meaning of this?

which scenario would come under Dataset with cost & which one will come under Free of charge?
