activate terms & condition, only after scroll down

Hi All,

I have a requirement in WebDynPro ABAP, where "Accept terms & Condition" check box should only activate when user scroll down all the terms & conditions.

I have seen similar on SDN site, if any one having idea how to achieve this please share.
