Restricted access to CTS projects (transport assignment)

Hello experts,

Is it possible to limit the users who are allowed to assign transports to a cts project?

I have added project members, but everybody is still allowed to create transports in the project.

Can I manage who is allowed to assign transports to a project?

Thank you for your reply.

But the question was:

Is it possible to restrict (manage) who can assign transports to a particular CTS project?

We do not want to forbid request/task creation generaly. We would like to manage/restrict it in a way that only those users defined as project member are allowed to assign transport request to that particulat CTS project.

User should be allowed to assign transport request during its creation to Project_1 but not to Project_2, becuase he/she is a member of Project_1 and he/she is not a member of Project_2.
