backint "program not registered"

I've got a new installation of a NetWeaver 2004s Portal system -- Java-only, no ABAP -- running on Oracle 10. When I try to back up using brtools, I get the following error:

BR0278I Command output of '/usr/sap/WP1/SYS/exe/run/backint -u WP1 -f backup -i /oracle/WP1/sapbackup/.bduqwgjm.lst -t file':

Program not registered</b>

I've maintained the initSID.sap and initSID.utl files to point to backint, and clearly brbackup is calling backint. Permissions are correct on all executables and directories. This is backint for Legato/Oracle. I can do a regular Legato save and restore of a file, so everything is copacetic on the Legato side. Any idea what I am missing?

I beleive this has nothing to do with SAP.

Check if your backint was installed properly and is LICENSED with your 3rd party backup program.
