what are the SD related settings to be created for a newly created plant in development server?

Define plant in OX10
Define shipping point
Maintain TPPT if needed
Assign Pant to company code
Assign business area and valuation area
Assign sales organisation to plant
Assign Purchase organisation to plant If needed
Assign shipping point to plant
If stock transfer need to be caaried out then you have to mainthe entries in set up stock transfer under logistic genaral purchasing view.
Plant parameter settings you can check in OPPQ and OPPR
Excise details has to be maintained in tax on good movements under logistic genaral tab
Picking location has to be determined in OVL3.
Please check the above settings and revert

It really depends upon the business requirements.
In general, if I have an existing plant that is similar in nature to the new plant to be created, I usually copy all the settings from the old plant to the new plant; then go in and change the settings as necessary. OX10.
For a nice overview of many configuration settings for SD, you might also wish to consider the Best Practices SD configuration guide. Probably more than you need, but helpful nonetheless.
