Hi,
We are facing problem for setting security level for different client in as single DEV system. We have two clients 110 & 310.
We have client 110 where developers need the client in "modifiable" so, we have selected following settings with concern t-code.
1. T-code=SE06 --> System Change Option-->Modifiable --> All drop down option also Modifiable.
2. T-code=SCC4 --> Changes & Transport for Client-specific Object --> Automatic changes of recordings
--> Cross Client Object changes --> No Changes Cross Client Object.
We have client 310 where developers need the client in "Non-Modifiable" so, we have selected following settings with concern t-code.
2. T-code=SCC4 --> Changes & Transport for Client-specific Object --> No Changes Allowed
--> Cross Client Object changes --> No Changes to Repository & Cross Client

The problem is, in client 310 the developer is able to edit the objects or it is open for modification even if the above restriction. i.e t-code SE38.
Kindly help us to set the restriction as per the requirement.

Hi,
Following settings worked for our case.
Make the Global Setting to Modifiable and then under the Software Components, change Customers Developments & Local Developments (No Automatic Transport) from Not Modifiable state to Modifiable state.
And also under Namespace/Name Range, change ABAP & GUI Tools & ABAP Workbench to Modifiable state.

While system change option is set to Modifiable you will be able to edit the objects...
