2 situations can lead to the error message you get:
1) Another user is working with the same object at the moment
2) During the time you have worked with that object there was an undefined or incorrect ending so the object is still locked but you are not within the maintenance screen of that object.
In both cases you can use transaction sm12 to get an overview who is locking your object. Per default your user name should be within the input field - press button "List" and all object locked by you are listed. If the configuration from above is listed there also and you are not maintaining the object at the moment, then you can delete this entry. If there is no entry at all then probably another user is just working on that object.
