S_BDS_DS doesn't seem to work as designed

Can anyone help to explain why the object to restrict Business Documents access doesn't seem to work. I have removed the object from a user and yet the user can still add and change attachments. The trace shows that the check has failed ( with a value of 3 ) but the action is still allowed.

check : S_BDS_D (BC-SRV-KPR-BDS: Authorizations for Accessing Documents) too.
