Toolbar Position

Is there a way to change the toolbar position? We have an application where it provides a toolbar and roadmap. It used to be below the roadmap before we applied the support package. Now it is above the roadmap and looks attached to the IDR.

No there is a major change in the Design of the GAF and now it is attached to IDR and you can only change the way the button looks using the properties of the configuration.
