If I append Sales Index vakpa, vapma with additional fields are there any user exits to populate the appended data? What user exits would I use for VA02 and what would I use when a person runs RVV05IVB to repopulate the index?

No, unfortunately there exists no userexits or badis for this.
The indexes for sales documents are updated in function modules RV_SALES_DOCUMENT_INDEX_ADD and RV_SALES_DOCUMENT_INDEX_UPDAT.
