I have created an SMCr and assign change Manager to it.
The change manager is unable to validate the change request through action tab
(https://websmp204.sap-ag.de/~sapidb/011000358700000478022011E/index.htm).
The only option appears in action tab is "reject (by change manager)".

The issue has been resolved, the description for the action QUALIFY_CHANGE_REQUEST was set to "Validate Change Request" manually.
