Hello Amr,
the answer is NO. You cannot use external number range in billing document.
This restriction is specified in customizing documentation
It says:
Number assignment for billing documents can only be carried out
internally, that is, the SAP System automatically assigns a consecutive
number from the defined number range.

there isn't any userexit (or BTE or BADI) allowing to use internal number range in billing.
It would be necessary an hard modification in function module RV_INVOICE_DOCUMENT_ADD.
In many countries the number of billing document must be consecutive, without gap.
This can be ensured only by internal number range.
so it is strongly NOT recommended to modify the system behaviour.

look, you CAN NOT put the external number for billing type which has internal numbers assignment.
you CAN only for billing types which assigned to external number ranges.
run VOFA, select your billing type , hit Details and look at number range assigned - below is example:
and assigned interval is :
for this particular example you cannot use the external number because it has internal number range
if you need external one, please make sure your billing type has an external assigmnemt (VOFA)
how to create a new ext. interval I described above.
then assign this new interval to your billing type and enjoy
