Hi
I need to define time axis (for example for planning period: inclding Timescale 01 - Quarter, Timescale 02 - Month, Timescale 03 - day) for all users. How can i do this? Or there is just a user-spicific preferences that are made through scale assistant?
use standard sap setting for time axis for periodically as quarter/ month/ day format.
A scale is defined as the length per unit of time e.g. 40 mm per day.
and go through the below link

Hi,
Please check if you can use new Project planning board profile for this.Because, time settings for the chart area of the project planning board are determined by three profiles, which are defined in the project planning board profile.
Check below mentioned link
http://help.sap.com/saphelp_46c/helpdata/EN/4c/22644646e611d189470000e829fbbd/frameset.htm
Check following path for config.
SPRO - Project System - Structures- Project planning board - Define profiles for Project planning board

I know about three profiles.
Time profile - defines showing of evaluation and planning period from current date. (No hierarchy)
Time scale - defines lenght for each time units for all 3 periods (NO hierarchy)
Time scale profile - defines display for each split (Quarter, month, day, etc), lenght, color and so on. Possibly can define structure of timescales for profile. But How???
